When New York City's union contracts expire

Mayor Mamdani's four-year term overlaps with the expiration of every major city union contract. Under the state's Triborough Amendment, lapsed contracts stay in force until a new one is signed — which gives unions every reason to wait out a mayor whose pay offer they don't like.
